Radio is important media in relations between countries and instrument for public diplomacy. The main question is what were the Second Pahlavi’s proposes in use of the communication instrument and how did it use in foreign policy with countries its civilizational and cultural sphere specially India, Pakistan, Afghanistan and the USSR(Turkmenistan). The main hypothesis of this article that is Pahlavi monarchy didn’t see its influential instruments only military realm. In spite of this, it had penetrated into important of cultural and propaganda influence regarding Iran’s precedent in aria of culture and art, music and Persian language. Policymakers insisted on combinations of ideology of ancient nationalism and westernization with emphasis on Pahlavi monarchy, expansion of persiana language and Shiite religion through music and search for neutralization of neighbor’s propaganda. Research findings indicate that after establishment of radio in 1940, one of the important proposes of Iran was broadcast into different languages in neighbors’ countries for Iranian immigrants. Simultaneously Pahlavi monarchy tried to expansion of cultural influence in India’s semi continent and protection of coexistent relations with south Asia Countries. The present study provides a different narrative of Iran’s foreign relations through the analysis of radio programs (Radio Mashhad, Gorgan, Zahedan).
