چکیده
مقدمه: فروپاشی دولت بشار اسد در دسامبر ۲۰۲۴، اگرچه در خاورمیانه رخ داده، اما بهدلیل جایگاه راهبردی سوریه بهعنوان «دروازه غربی آسیا» و نقطه اتصال کریدورهای شمال-جنوب و شرق-غرب، پیامدهای ژئوپلیتیکی گستردهای برای نظم امنیتی آسیا در پی داشته است. این رویداد، موازنه قدرت میان بازیگران کلیدی آسیایی از جمله چین، روسیه، هند، ترکیه، ایران و کشورهای عربی خلیجفارس را دگرگون ساخته و رقابتهای فراقارهای آمریکا-چین را در پهنه آسیا تشدید کرده است. با توجه به اهمیت استراتژیک سوریه برای جمهوری اسلامی ایران، پژوهش حاضر به تحلیل تأثیر فروپاشی اسد بر نظم امنیتی آسیا و راهبرد سیاست خارجی ایران میپردازد و پرسش اصلی آن، بررسی پیامدهای این رویداد و ترسیم مسیرهای احتمالی پیشروی ایران در نظم امنیتی نوین آسیا است.
روش: پژوهش حاضر با رویکرد توصیفی-تحلیلی و با بهرهگیری از چارچوب نظری رئالیسم تهاجمی (با تأکید بر آرای جان مرشایمر) انجام شده است. دادهها از طریق تحلیل اسنادی و با استفاده از منابع معتبر شامل گزارشهای مراکز پژوهشی، خبرگزاریها، مقالات علمی-پژوهشی نمایهشده در پایگاههای Scopus و Web of Science، گزارشهای International Crisis Group و کتب مرجع در بازه زمانی ۲۰۱۱ تا مارس ۲۰۲۶ گردآوری شدهاند. روش تجزیه و تحلیل براساس تحلیل محتوای کیفی جهتدار و سناریونویسی است. پس از شناسایی شش پیشران کلیدی (سیاستهای داخلی سوریه، رقابتهای منطقهای، نقش قدرتهای فرامنطقهای، وضعیت اقتصادی سوریه، گروههای نیابتی و معادلات امنیتی-نظامی)، با استفاده از ماتریس تأثیر-عدماطمینان و روش GBN، هفت سناریوی محتمل برای نظم امنیتی آینده غرب آسیا ترسیم و با ماتریس «احتمال × شدت تأثیر» اولویتبندی شدهاند.
یافتهها: یافتهها نشان میدهد که فروپاشی دولت اسد، نظم امنیتی غرب آسیا را در چهار سطح دچار بازآرایی اساسی کرده است: (۱) ژئوپلیتیک با گسست کامل کریدور تهران-بیروت و افزایش بیسابقه نفوذ ترکیه، اسرائیل و عربستان در سوریه؛ (۲) راهبردی با تضعیف بیسابقه محور مقاومت و کاهش چشمگیر بازدارندگی ایران در برابر اسرائیل؛ (۳) امنیتی با افزایش ناامنی در مرزهای غربی ایران و فعالشدن مجدد گروههای تروریستی؛ و (۴) اقتصادی با ایجاد فرصتهایی برای مشارکت ایران در بازسازی سوریه. سقوط اسد ضمن تضعیف موقعیت ایران در کریدور تهران-بیروت، فرصتهایی برای بازتعریف نقش ایران بهعنوان هاب ترانزیتی آسیا در چارچوب ابتکار کمربند-راه چین و کریدور شمال-جنوب هند-روسیه ایجاد کرده است. بر اساس تحلیل سناریوهای هفتگانه، محتملترین سناریو برای سیاست خارجی ایران، «نظم قبیلهای-محلی با نظارت چندجانبه آسیایی» با امتیاز راهبردی ۴۴ و مطلوبترین سناریو، «بازگشت تهاجمی با ائتلافسازی با قدرتهای نوظهور آسیایی» با امتیاز ۳۶ ارزیابی میشود.
نتیجهگیری: ایران برای حفظ جایگاه خود در نظم امنیتی نوین آسیا، نیازمند راهبردی جامع، انعطافپذیر و مبتنی بر تلفیق سه مؤلفه است: (۱) دیپلماسی فعال و چندلایه برای تعامل با بازیگران منطقهای و فرامنطقهای؛ (۲) بازدارندگی نظامی و حفظ عمق راهبردی در عراق و لبنان؛ و (۳) مشارکت اقتصادی در بازسازی سوریه بهمنظور تثبیت نفوذ بلندمدت. راهبرد پیشنهادی، «انطباق هوشمندانه» با تخصیص ۴۰٪ منابع به سناریوی محتمل (نظم قبیلهای-محلی) و ۱۵٪ به سناریوی مطلوب (بازگشت تهاجمی) است تا ایران در رقابتهای امنیتی آسیا، نقش فعالی ایفا کند. هرچند فروپاشی دولت اسد یک چالش جدی محسوب میشود، اما با مدیریت هوشمندانه و تلفیق ابزارهای دیپلماتیک، امنیتی، اقتصادی و نیابتی، میتوان از کاهش موقعیت ایران جلوگیری کرد و بخشی از ظرفیتهای ازدسترفته را بازسازی نمود. فروپاشی اسد لزوماً پایان محور مقاومت نیست، بلکه میتواند نقطهعطفی برای بازتعریف راهبردی ایران با محوریت عراق و یمن باشد و موفقیت ایران در این مسیر، به توانایی ترکیب واقعگرایی با انعطافپذیری در عرصه دیپلماسی و امنیت بستگی دارد.

Restructuring of the Asian Security Order in Light of the Collapse of the Syrian Government; Geopolitical Implications for the Balance of Power in Asia and the Foreign Policy Strategy of the Islamic Republic of Iran

Introduction: The collapse of Bashar al-Assad's government in December 2024, although occurring in the Middle East, has had far-reaching geopolitical consequences for the Asian security order due to Syria's strategic position as the "western gateway to Asia" and the junction of the North-South and East-West transit corridors. This event has fundamentally transformed the balance of power among key Asian actors, including China, Russia, India, Turkey, Iran, and the Arab Gulf states, while intensifying the transcontinental US-China rivalry across the Asian continent. Given Syria's strategic importance for the Islamic Republic of Iran, this study analyzes the impact of Assad's collapse on the Asian security order and Iran's foreign policy strategy, addressing the central question of examining the consequences of this event and outlining possible pathways for Iran within the emerging Asian security architecture.
Methodology: This research employs a descriptive-analytical approach utilizing the theoretical framework of offensive realism (with emphasis on John Mearsheimer's propositions). Data were collected through documentary analysis using authoritative sources including parliamentary research center reports, strategic studies center publications, news agencies (Tasnim and Fars), peer-reviewed academic articles indexed in Scopus and Web of Science, International Crisis Group reports, and reference books covering the period from 2011 to March 2026. The analytical method is based on directed qualitative content analysis and scenario planning. Following the identification of six key drivers (Syria's domestic politics, regional rivalries, the role of extra-regional powers, Syria's economic situation, proxy groups, and security-military dynamics), the Impact-Uncertainty Matrix and GBN method were employed to construct seven plausible scenarios for the future security order in West Asia. These scenarios were subsequently prioritized using the "Probability × Impact" matrix.
Findings: The findings reveal that the collapse of Assad's government has fundamentally restructured the West Asian security order across four dimensions: (1) geopolitical, marked by the complete disruption of the Tehran-Beirut corridor and unprecedented expansion of Turkish, Israeli, and Saudi influence in Syria; (2) strategic, characterized by the unprecedented weakening of the Axis of Resistance and a significant decline in Iran's deterrence capability against Israel; (3) security-related, involving heightened instability along Iran's western borders and the resurgence of terrorist groups; and (4) economic, creating opportunities for Iranian participation in Syria's reconstruction, albeit with significant political and financial risks. While Assad's fall has weakened Iran's position in the Tehran-Beirut corridor, it has simultaneously created opportunities for redefining Iran's role as an Asian transit hub within the framework of China's Belt and Road Initiative and the North-South India-Russia Corridor. Based on the analysis of seven scenarios, the most likely scenario for Iran's foreign policy is the "Tribal-Local Order with Multilateral Asian Oversight" (strategic score: 44), while the most desirable scenario is the "Aggressive Comeback through Alliance-Building with Emerging Asian Powers" (strategic score: 36).
Conclusion: To maintain its position within the emerging Asian security order, Iran requires a comprehensive, flexible strategy integrating three key components: (1) active multi-layered diplomacy to engage regional and extra-regional actors; (2) military deterrence and preservation of strategic depth in Iraq and Lebanon; and (3) economic participation in Syria's reconstruction to consolidate long-term influence. The proposed strategy is "smart adaptation," allocating 40% of resources to the most likely scenario (tribal-local order) and 15% to the desirable scenario (aggressive comeback), enabling Iran to play an active role in Asian security competitions. Although the collapse of Assad's government presents a serious challenge, intelligent management combining diplomatic, security, economic, and proxy instruments can prevent the decline of Iran's position and enable the reconstruction of some lost capacities. Assad's fall does not necessarily signal the end of the Axis of Resistance; rather, it can serve as a turning point for Iran's strategic redefinition centered on Iraq and Yemen. Iran's success in this path depends on its ability to combine realism with flexibility in the diplomatic and security arenas, ensuring strategic proactivity rather than passivity in the post-Assad era.
