چکیده

ریسک ژئوپلیتیکی، به‌عنوان یکی از مهم‌ترین عوامل نااطمینانی در نظام بین‌الملل، از طریق تأثیر بر انتظارات بازار، هزینه‌های حمل‌ونقل و امنیت مسیرهای انتقال انرژی، بر بازار نفت و امنیت انرژی اثر می‌گذارد. هدف پژوهش، بررسی تأثیر جنگ اسرائیل–فلسطین از اکتبر ۲۰۲۳ و گسترش تنش‌های منطقه‌ای با ایران، حزب‌الله و حوثی‌ها بر نوسانات قیمت نفت و پیامدهای آن برای امنیت انرژی شرق آسیا است. پرسش اصلی آن است که این جنگ چگونه بر نوسانات قیمت نفت اثر گذاشته و پیامدهای آن صرفاً کوتاه‌مدت بوده یا در درازمدت می‌تواند سیاست‌های تأمین انرژی و تنوع‌بخشی منابع و مسیرهای واردات از جمله در شرق آسیا را تحت تأثیر قرار دهد. فرضیه پژوهش بر این مبنا شکل گرفته که ریسک ژئوپلیتیکی، حتی در نبود اختلال مستقیم در تولید، از طریق افزایش نااطمینانی درباره امنیت عرضه و مسیرهای انتقال، آسیب‌پذیری اقتصادهای واردکننده نفت از جمله اقتصادهای شرق آسیا را افزایش داده و انگیزه تنوع‌بخشی و توسعه انرژی‌های جایگزین را تقویت می‌کند. پژوهش با روش گردآوری کتابخانه‌-اسنادی و روش تحلیل تبیینی-علی با رویکرد ساختاری در چارچوب واقع‌گرایی تهاجمی و با بهره‌گیری از شاخص ریسک ژئوپلیتیکی (GPR) و تحلیل داده‌های حاصل از آن انجام شده و برای تبیین تفاوت مکانیسم‌های اثرگذاری ریسک ژئوپلیتیکی بر بازار نفت، منازعه اسرائیل–فلسطین را به‌صورت تطبیقی با جنگ روسیه–اوکراین مقایسه می‌کند. یافته‌ها نشان می‌دهد که طی ۲۰۲۳ تا اوایل ۲۰۲۶، به‌رغم افزایش ریسک‌های ژئوپلیتیکی و اختلالات دریای سرخ، ظرفیت عرضه غیراوپک، کاهش رشد تقاضا و گذار انرژی مانع از شکل‌گیری اختلال گسترده و پایدار در عرضه جهانی نفت شده‌اند؛ بااین‌حال، افزایش هزینه‌های حمل‌ونقل و نگرانی درباره امنیت مسیرهای انتقال، اهمیت تاب‌آوری و تنوع‌بخشی انرژی را افزایش داده است. مقایسه دو جنگ نیز نشان می‌دهد که شدت و پایداری آثار ریسک ژئوپلیتیکی بر بازار نفت، به ماهیت بحران، موقعیت جغرافیایی آن و میزان ایجاد اختلال واقعی در عرضه و مسیرهای انتقال وابسته است. وجه نوآورانه پژوهش، پیونددادن نوسانات بازار نفت با امنیت انرژی از جمله انرژی شرق آسیا و مقایسه دو بحران ژئوپلیتیکی از منظر تفاوت در میزان اختلال واقعی در عرضه و مسیرهای انتقال انرژی است.

The Geopolitical Risk of the Israel–Palestine War and Oil Price Volatility (With a Focus on Its Implications for East Asian Security)

Geopolitical risk, as one of the most significant sources of uncertainty in the international system, affects the oil market and energy security through its impact on market expectations, transportation costs, and the security of energy transit routes. This study examines the impact of the Israel–Palestine war since October 2023 and the expansion of regional tensions involving Iran, Hezbollah, and the Houthis on oil price volatility and its implications for energy security in East Asia. The main research question is how this war has affected oil price volatility and whether its consequences have been merely short-term or could, over the long term, influence energy supply policies and the diversification of energy sources and import routes, including in East Asia. The research hypothesis is that geopolitical risk, even in the absence of direct disruptions to production, increases the vulnerability of oil-importing economies, including those in East Asia, by heightening uncertainty regarding the security of supply and transit routes, while also strengthening incentives for diversification and the development of alternative energy sources. The study employs a library and documentary research method and an explanatory-causal analytical approach within a structural framework grounded in offensive realism. It draws on the Geopolitical Risk Index (GPR) and analyzes the data derived from this index. To explain differences in the mechanisms through which geopolitical risk affects the oil market, the Israel–Palestine conflict is comparatively examined alongside the Russia–Ukraine war. The findings indicate that, from 2023 through early 2026, despite heightened geopolitical risks and disruptions in the Red Sea, non-OPEC supply capacity, slower demand growth, and the energy transition have prevented the emergence of widespread and sustained disruptions to global oil supply. Nevertheless, rising transportation costs and concerns over the security of transit routes have increased the importance of energy resilience and diversification. A comparison of the two wars further indicates that the intensity and persistence of the effects of geopolitical risk on the oil market depend on the nature of the crisis, its geographical location, and the extent to which it causes actual disruptions to supply and energy transit routes. The study's novelty lies in linking oil market volatility to energy security, particularly energy security in East Asia, and in comparing the two geopolitical crises in terms of differences in the extent of actual disruptions to energy supply and transit routes.
