چکیده
ظهور چین بهعنوان یک قدرت نوظهور اقتصادی پیامدهای عمدهای بر محیط و رقابتهای بینالمللی سایر بازیگران دارد. برای بسیاری از بازیگران، روابط با چین از چیزی نسبتاً حاشیهای به متغیر اصلی و تأثیرگذار تبدیل شده است. این روابط فرصتهای زیادی را با خود به همراه دارد که به سرعت در کنار پیشرفت اقتصادی چین گسترش مییابد، اما چالشهای متعددی را نیز بهویژه در پی تشدید رقابت چین و آمریکا گسترش میدهد. اسرائیل نیز بهعنوان یک بازیگر خاص از این تنش بین سرمایهگذاری چین از یکسو و فشارهای امنیتی ایالاتمتحده از سوی دیگر مستثنا نیست. اینکه چگونه این بازیگر سیاست خارجی خود را میان این دو قدرت بزرگ هدایت میکند، سؤال اصلی این پژوهش است که بر سیاست خارجی اسرائیل تأثیر میگذارد. فرضیه مقاله با تکیهبر روش توصیفی-تحلیلی بیان میکند که اسرائیل و چین در روابط خود سعی کردهاند اختلافها را کاهش دهند و زمینههای مشترکی را برای پیشبرد منافع مکمل خود ایجاد کنند. در انجام این کار، آنها با موانع ساختاری مختلفی روبرو شدند و متعاقباً حوزههای تعامل خود را تغییر دادند. یافتههای تحقیق حاکی از این امر است که روابط این دو بازیگر با ماهیت چرخشی توقف و بهبود همراه بوده است و متغیر تبعیت از پویاییهای ایالاتمتحده نقش کلیدی در کیفیت روابط اسرائیل و چین در طول دو دهه اخیر داشته است.

Israel and China have sought to minimize their differences and establish common ground to advance their respective interests. However, in doing so, they have encountered various structural challenges, leading to shifts in their areas of engagement. While Israel-China relations offer significant opportunities, particularly as China's economic influence expands, they also present challenges, especially amid the intensifying strategic competition between China and the United States. As a distinct geopolitical actor, Israel is not immune to the tensions arising from Chinese investments and U.S. security concerns. This study examines how and under what conditions Israel navigates its foreign policy between these two major powers and what implications this balancing act has for Israeli diplomacy. Based on an analytical approach, the article's hypothesis argues that given the structural characteristics of Israeli foreign policy—particularly its alignment with U.S. interests—establishing a high-level strategic relationship between Israel and China remains fundamentally unlikely. The research findings indicate that Israel-China relations have followed a cyclical pattern of decline and renewal, with U.S. strategic considerations playing a decisive role in shaping Israel’s policy decisions over the past two decades, leading to a more pragmatic and realist approach.
